During his presidential campaign, William Ruto made a promise to the people of Mt Kenya. He vowed to implement a policy of 'one man, one shilling, one vote' in resource allocation. Now the Ruto administration after a long silence has come up with a "David Ndii paper" that seems to statistically prove that the policy will not benefit the region. A political storm has to be inevitable for Ruto in Mt Kenya.
It is amazing how the William Ruto presidency seems to forget that they are in politics and too often end up in situations where their actions and decisions deliberately provoke political storms. One such storm is rapidly brewing in the Mt Kenya region over the emotive one man one shilling one vote campaign.
During his presidential campaign, William Ruto made a promise to the people of Mt Kenya. He vowed to implement a policy of 'one man, one shilling, one vote' in resource allocation. This pledge was seen as a beacon of hope for a region that has long felt short-changed in matters of resource distribution, more so compared to parts of the country that are sparsely populated and therefore enjoy a higher per capita resource allocation in county funds.
Leaders from the region have often voiced their concerns about the disparity in development funds allocation. On average, individuals in the Mt Kenya region receive about Sh4,000 per person. This is drastically lower compared to regions with lower populations that receive between Sh20,000 and Sh50,000 per person.
President Ruto's Silence
Since assuming power, President Ruto has conspicuously avoided commenting on the one man, one shilling policy. In his recent tour of the Mt Kenya region, it was reported that Ruto's handlers quietly warned local leaders not to bring up the sensitive issue.
The Ndii Factor
To further complicate matters, President Ruto's economic adviser, David Ndii, has presented a paper to some of the insistent leaders of the region whom it is said were referred to him by the president. The paper, referred to as the 'Ndii paper', seeks to debunk the validity of the one man, one shilling policy. Ndii argues that this policy will not benefit the Mt Kenya region, providing facts and figures to support his argument. Both Ruto and Gachagua continue to directed adamant leaders from the region to Ndii for further clarification.
The Political Repercussions
Despite the statistical evidence presented in the Ndii paper, the political backlash against President Ruto and his administration over their change of heart is still inevitable. Because their handling of this situation is not the way politics is played anywhere in the world. The residents of Mt Kenya are likely to be more concerned about a broken campaign promise rather than hard facts and figures.

It was 2013. The political landscape in Kenya was taking an unexpected turn. A new player was looming large and his name was William Ruto. He was quietly orchestrating a change in the succession plan of the then president, Mwai Kibaki. His plan won the day because it was in tandem with Kibaki's.
